On a $1 bill, the Federal Reserve seal on the left is supposed to be black, and the Treasury seal + serial numbers are the green ink. In your photo, what looks like āextra stampingā under/near the black seal is most likely ink smearing/transfer (or a stain) rather than a true mint error.
A quick way to tell the difference:
True printing error (adds value): youāll see a clear second, sharpå° (like a doubled seal/serial), or the seal/serial is seriously shifted, missing, or printed twice with crisp edges.
